The "brilliant facility", which sits next to the tennis courts in Hawks Nest, would give scouts the opportunity to learn "anything from cooking scones to tying knots", according to Stan Woodrow, the commissioner of the Manning district Scouts.
"I want to put kids in there; they are missing out on scouting," Mr Woodrow said.
He hoped to use the facility four nights a week.
"It's just a magic size and great in inclement weather," he said.
The Hawks Nest site would provide a space large enough for group nights, when 60 to 70 people could camp under the one roof in swags, Mr Woodrow said.
Scouts aged six to 18 years will enjoy the amenity, which also had a great kitchen area where young scouts could work on their cooking skills, he said.
When the group will begin to use the hall has not been decided, but Mr Woodrow said he would organise a meeting with parents and children for community input.
