The resort was purchased by Wests in 2012 for $9 million and the company is investing almost as much to have the site upgraded.
"Port Stephens is an internationally recognised tourist destination and the Anchorage Port Stephens has a national and international reputation for excellence," Wests Group chief executive Phillip Gardner said.
"The Wests Group is investing in the resort to ensure it remains world class."
A $1.2 million development application (DA) lodged with Port Stephens Council shows the second stage of works, with upgrades already under way on the resort's 80 accommodation rooms.
The DA is for upgrades to the pool pavilion, landscaping improvements and refurbishments for the entry.
One of the biggest changes will take place on the viewing deck, which is being altered to better utilise the waterfront view.
The Terrace and Captains Lounge will also be expanded.
Anchorage manager Kent Warren said the resort would be open during the upgrade.
