Resident Margaret Davis said the authorities were alerted to the disappearance of her neighbour on the weekend of July 13.

The elderly man had not been seen in days and police could not access a key for the unit from the state department of Family and Community Services.

Ms Davis said the fire brigade used force to break down the door about 6pm on the Sunday evening but he was not found inside.

He was later found safe and well.

Ms Davis was assured the door would be fixed but it has been more than a week and the unit is still boarded up, with all of the interior lights left on.

"My poor neighbour is going to come back from the hospital and not be able to get inside his home," she said.

"And the lights have been left on this entire time, he is going to have such a large electricity bill."

The site has been scrutinised for various maintenance shortcomings, with fallen tree branches damaging residents' cars in 2011, sewage streaming through the estate in 2010, and a burst water pipe leaking water onto the property since Easter.

The Examiner contacted the department for comment and a FACS spokesman confirmed the repairs were on the to-do list.

"The property has been secured and the door will be replaced before the tenant's discharge from hospital," the spokesman said.

"In regards the leaking pipes, an inspection of the plumbing indicated that the water service supplied a client with special medical needs [indicated by coloured pipework].

"Accordingly, as the house is currently vacant FACS has sought and is awaiting confirmation prior to turning off the water main to fix the leak."
