The quarterly report of mayor and councillor expenses shows Cr Paul Le Mottee has clocked up $4327 in expenses.
This is vastly different to Cr Peter Kafer who only lodged a single expense claim, $25 for mobile phone calls.
"It is misleading," Cr Le Mottee said.
"I was late in putting in my previous quarterly expenses, for two or three quarters I hadn't put any in."
Councillors can claim expenses on phone, fax, internet, computers, training, child care costs, travel, accommodation and any events they may need to attend.
Most councillors claimed between $1000 and $2000 for the quarter with mayor Bruce MacKenzie and deputy mayor Sally Dover both clocking up expenses of more than $2000.
The report referred to expenses between April and June this year.
