Mr Baumann was first mentioned in the Operation Spicer investigation last month. At the time Josh Hodges, former Port Stephens councillor and campaign manager for ex Liberal MP Tim Owen, told the inquiry that the Nathan Tinkler-backed company Buildev helped bankroll Mr Owen's election campaign.
This was done via a "scheme" to bypass state laws banning property developers from making political donations, by issuing Buildev with "fake" invoices for his services to Mr Owen's campaign in 2011. The counsel assisting the inquiry, Geoffrey Watson SC, said that Mr Baumann "may have been aware of" the arrangement because of a previous working relationship with Mr Hodges in 2007.
The Examiner makes no suggestion Mr Baumann was involved in the arrangement.
He was listed to appear as a witness last week, but was bumped from the agenda shortly after.
It is understood Mr Baumann's lawyer attended the ICAC hearings.
When contacted by the Examiner, Mr Baumann said he was unable to comment.
