An original DA for the site was lodged almost three years ago, but was refused approval in January this year.
The design included 16 single-storey villas, which would sit behind the existing Salamander Haven Village. But environmental concerns about the population of squirrel gliders in the area and a lack of a species impact statement with the application saw Port Stephens Council refuse the DA.
At the time, the chief executive of the not-for-profit aged care organisation, Louise Watters, said she was disappointed.
Mayor Bruce MacKenzie said the decision was a joke, especially with 800 people sitting on the waiting list for aged care housing. The development was meant to fund a new high-care unit on the Tomaree Peninsula, which was put on hold following the refusal.
