Port Stephens Animal Refuge owner Mary Hickie said the six-year-old female Jack Russell-cross was found wandering in a car park in Anna Bay.
Since the dog, which has no name, had been at the Williamtown pound, Ms Hickie said it is clear she was still looking for her owner.
"She has that 'where's mum?' look about her," Ms Hickie said.
Ms Hickie believed the white and tan dog had been abandoned. Her owner had not been contactable through registration details and no one had phoned the pound to inquire about her.
Ms Hickie she was a "nice little dog" that needed a "good fenced yard".
She is friendly, but more so after she got to know you, Ms Hickie said.
The dog will cost $285.
The adoption fee includes desexing, vaccinations, microchipping and a lifetime registration.
