All the favourites from the 1975 musical comedy horror flick including Doctor Frank N. Furter, Riff Raff, Magenta and Rocky will appear on a big screen for one night only.
Pizza, drinks, popcorn and the movie will all be provided for free.
All you have to do is book a spot and dress up on the night as your favourite character from the movie.
Kris Abbott, Port Stephens Council's library services manager, said they started screening movies in the courtyard during winter, which had proved to be very popular.
"We started running some of the classics like Singin' in the Rain," Abbott said.
"Everyone has just been asking for more.
"We always thought when we moved into the new library we would do new things because we would have the space to do it."
Abbott said the screenings, with movies sourced from the National Film and Sound Archive, was something the staff were "really keen" to do.
The Rocky Horror Picture Show will be the fifth and last this year.
Abbott said the library would again run movie screenings during the colder months in the new year.
The Rocky Horror Picture Show will begin rolling at 7.30pm on Halloween.
While entry is free, a gold coin donation to the library was appreciated, Abbott said.
With spots limited, bookings are encouraged and can be made by phoning 4980 0111.
Participants are encouraged to take along a chair or blanket to sit on.
