The youth from Raymond Terrace was arrested in Heatherbrae on Thursday, December 18, following a police investigation.
Port Stephens detectives, with help from the State Crime Command's arson squad and RFS fire investigators, had been investigating a number of deliberately lit bush fires in the Wallaroo State Forrest, near Clarence Town, since September.
No one was injured and no property was damaged as a result of the fires.
The investigations led to the arrest of the youth, who police said was a volunteer of the RFS.
He was taken to Raymond Terrace Police Station where he was interviewed and released from custody.
Police said he would likely be dealt with by way of youth conference for the alleged offences in early January 2015.
