Ms Hickie said the female five-month-old kelpie-cross would be ideal for any family that had the time to train her.
"She's a friendly, happy puppy," Ms Hickie said.
"She's quite energetic, as are all kelpies at this age, but she looks like she will take to some training well."
The puppy was found wandering in Salamander Bay and taken to the Williamtown pound. Ms Hickie said there was no identification on the puppy for staff to contact her owners and no one had called looking for her.
The puppy, which has no name, was red in colour and has a short-haired coat.
She will cost $285 from the refuge, which covers the cost of vaccinations, desexing, microchipping and a lifetime registration.
For more information about the puppy phone the refuge on 4965 0100.
