In recent weeks, Robert Harper, a wheelchair-bound Raymond Terrace resident, approached State MP Kate Washington and Port Stephens Council for their support.
He is a longtime member of Australian Citizens Radio Emergency Monitors [ACREM], a charity organisation which provides volunteer monitoring of CB bands and safety communications.
He was recently endorsed as the commissioner of the group's disability service.
"We are a volunteer, charitable organisation with around 60 members spread across three states [NSW, Victoria and Queensland] and one of our biggest problems is the lack of funding," Mr Harper said.
"I have met with Ms Washington requesting that she approach the relevant minister about having ACREM affiliated with the State Rescue Board which would make us eligible to receive government funding."
Last Tuesday, Mr Harper was was allowed to address councillors about the possibility of securing premises (a room or building) to serve as official headquarters.
ACREM chief commissioner Martin Howells, from Cessnock, said a central base would allow the organisation to play a more integral role in future disaster and emergency situations.
"ACREM has supported the emergency organisations in the recent April superstorm and floods, the October 2013 Port Stephens bushfires, the Pasha Bulker storm and even dating back to the Newcastle earthquake," Mr Howells said.
"The one advantage we have over other rescue organisations is that our CB radios are very flexible and members can operate a very reliable communication system off a car battery from virtually anywhere."
Mr Harper said that ACREM was looking for new members in Port Stephens, particularly CB enthusiasts and retired emergency services people, and that full training was provided. He can be contacted on 0413 649 419.
