Another option is to incorporate a central median strip between Sturgeon and Port Stephens streets to improve pedestrian movement and safety.
The public is encouraged to provide feedback on the draft, which is on public exhibition until Thursday, September 3.
Peter Marler, Port Stephens Council's strategic planning co-ordinator, said the strategy would be used to guide the development of both Raymond Terrace and Heatherbrae into a major regional centre, with particular attention to health, retail and employment.
"The strategy is intended to promote the creation of an urban environment that fosters economic development, while reinforcing its heritage significance," Mr Marler said.
"It consists of a list of 34 actions targeted to assist the goal of making these two town centres a strong regional city and a great place to live, work and play.
"Some of the strategy's key actions relate to land-use regulation, public domain works and the development of a commercial strategy to assist in the promotion and profiling of the towns."
Mr Marler said three options had been mooted for the upgrade of the main street of Raymond Terrace, aimed at creating a more desirable environment for people to visit, increasing foot traffic and supporting business.
He said he hoped the proposed pedestrian median strip would receive plenty of feedback.
