The Geographical Names Board requires councils to make a recommendation on a name before it considers a proposal.
The $100 million development will make provision for 200 homes in the first stage.
The name Kings Hill for a new suburb north of Raymond Terrace has historical relevance to the region.
But there’s some debate as to who has the biggest claim to officially name it.
The developer has asked Port Stephens Council to formally endorse the name Kings Hill on Tuesday night despite objections it was "offensive to Aboriginal people" and that "monarchist names were archaic".
Three brief objections were lodged in September when the proposed name was first advertised along with one full submission.
The developer, Kings Hill Developments, engaged a consultant to help determine an appropriate name.
