Port Stephens Council said the document while “not a statutory document” would help inform future changes to the local environment plan or development control plans.
“This is very much a discussion paper,” the council’s acting Development Services group manager David Rowland said.
“While we share these great aspirations for Nelson Bay it hasn’t really occurred since the 2012 strategy was adopted.
“This aims to look at the reasons.”
The discussion paper will be on exhibition for four weeks “concluding mid-march”. The council confirmed it will speak with the TRRA on February 21 as part of its consultation program.
