The pamphlets, distributed to various suburbs in the Port Stephens LGA, pointed to previous articles featured in Fairfax Media publications and elsewhere.
The material focuses on two current candidates that the Port Stephens Examiner has chosen not to name.
The Examiner has also chosen not to reprint the material contained in the flyers which appear to have been distributed via a letterbox drop in the week leading up to the council election.
Each leaflet, printed in colour, targets a specific candidate in detail.
Neither flyer is endorsed by a party or person.
Port Stephens residents will vote for a new council and mayor on Saturday, September 9. Council candidates are divided into three wards, East, Central and West.
