A spokesman for the company behind the $1-million Ride Cable Park Port Stephens, Griffiths Investment Properties, said it wanted to bring something "unique, fresh and exciting" to the Bay.
"This particular concept has been on our minds for around three years," the spokesman said.
"The idea was already in our mind, it was just that everything fell into place this time with the perfect block of land kickstarting the process.
"The site is perfect in the way that there is no removal of bushland or ecosystems."
The proposed site is a 22-hectare block at 775 Marsh Road, Bobs Farm.
Plans for the site include a three-hectare lake, cabins, camping ground and a two-storey office building containing a pro shop, function room, cafe and bar.
Two stretches of lakeside beach where deck chairs will be available are also planned.
A cable system would run above the lake, similar to a mountain ski lift, replacing the need for boats.
"Imagine wakeboarding or waterskiing without the need of a boat," the spokesman said.
"Replace the boat by a cable system which runs overhead . . . and you have a cable park."
The spokesman said the advantages of cables included accessibility, environmental benefits, cost reduction for the individual skier, and low noise and visual pollution.
Plans, studies and reports have been submitted by Griffiths Investment Properties to the council for consideration.
The spokesman said he did not expect to hear from the council about the development until at least December.
