The man, 69, was charged with murder (domestic violence) and destroying property with intent to endanger life.
The man had been arrested after a crash at Bulahdelah between a car and a truck. He had been in hospital with non-life-threatening injuries.
It is understood the man and Ms Garrett were known to each other.
Ms Garrett’s body was discovered in the remnants of her home of more than 30 years after a fire broke out at the Rosemount Drive premises in the early hours of Saturday.
Emergency services were called to the premises about 12.30am after reports of explosion and a fire in the suburban Raymond Terrace street.
“Once firefighters extinguished the blaze, they located the body of a 76-year-old woman inside the home,” NSW Police said in a statement.
The property has been cordoned off as a crime scene since the incident, with specialist police and fire investigators combing through the ashes.
Neighbours left flowers outside the property on Sunday.
The man was refused bail to face Newcastle Local Court on September 6.
