In May, detectives from the State Crime Command's Child Abuse and Sex Crimes Squad launched an investigation after receiving reports that a 14-year-old girl had been sexually touched by two men who were not known to her.
As part of detectives' inquiries, a 31-year-old man was arrested in relation to the matter in Port Macquarie on September 17.
He was charged with three counts of intentionally sexually touching a child between 10 and 16 years of age.
The man was refused bail and appeared at Port Macquarie Local Court on September 18 where he was granted strict conditional bail.
He is due to re-appear in the same court on November 21.
Following further investigations into the incident, a 36-year-old Salt Ash man was arrested by Port Stephens-Hunter Police District officers about 3pm on Monday, October 28.
He was also charged with three counts of intentionally sexually touching a child between 10 and 16 years of age.
Police allege that the men sexually touched the girl at a public toilet near Victoria Parade, Nelson Bay, in February.
