Two NSW Ambulance crews and Nelson Bay police were called to the rocky landing at the bottom of the Fingal Bay park just before 2pm to assist the 17 year old boy.
A NSW Ambulance spokesperson said the boy had complained of mild head and neck pain.
The ambulance spokesperson said it was not clear whether the boy had fallen over.
The boy was conscious when paramedics and police arrived to assist him, and during an assessment of his condition.
The teenager was loaded into a Stokes basket and carried off the rocks and up stairs to the top of the park by paramedics and police.
Once at the top, he was loaded into an ambulance and transported to the Newcastle hospital in a stable condition.
