Murat Kaya and Antonio Granata both walked from jail on parole this year under strict control orders used to monitor convicted terrorists.

The so-called tinny terrorists were last month re-arrested and charged with breaching conditions imposed on their mobile phones registered with federal police.

Kaya, 29, allegedly breached the rules by causing another person to use his phone because it was on loudspeaker.

Following Kaya's arrest, 30-year-old Granata allegedly breached his order by trying to get someone else to contact Kaya's wife.

Both men faced the Melbourne Magistrates Court in separate hearings on Tuesday.

Kaya was bailed on a $100,000 surety from his parents-in-law.

"The conduct of the alleged breaches was not sinister," Melbourne magistrate Mia Stylianou said of Kaya's case.

The conversations which are the subject of the charges were not related to Islamic extremism.

The court was told they involved a family trip to Barwon Heads on Victoria's Bellarine Peninsula and a fishing expedition.

Prosecutors do not allege Kaya remains a terror risk.

Kaya had intended to travel with Islamic State sympathiser Robert "Musa" Cerantonio, Kadir Kaya, Paul Dacre, Shayden Thorne and Granata to the Philippines but pulled out.

His co-offenders were arrested driving with a 7.5-metre boat toward Cape York in May 2016. Kaya was nabbed in Melbourne weeks later.

He was jailed in 2019 for a maximum of three years and eight months after admitting to preparing for an incursion into a foreign country.

But the more than 1000 spent in pre-sentence detention meant he was released on parole shortly afterwards.

Kaya's control order is due to expire on January 21.

He's expected back in court over the alleged breaches on February 8.

Granata remains in custody and is due back in court on February 22.
