In November, a $300,000 development application was lodged for the relocation of the library to the old police station in Raymond Terrace.
First announced in May, the move will see the library expand to make additional space available for meeting rooms, reading areas and study space.
Mr Barnes said there was still plenty of work to do on the new location, but insisted it would be "sensational" once complete.
"We discovered there was some damage to the roof so we had to repair that, that's pretty much been completed now and next Monday external painting will begin," he said.
Raymond Terrace Library manager Kris Abbott said the extra room would be one of the biggest advantages.
"We're obviously very crowded where we are at the moment, [so there will be] more areas where people can just sit and read and surf the web," she said.
The expansion was exciting for the community.
"I might be a little bit biased but it's vital, absolutely important. We certainly see the library as the hub of the community, it's a free service with something for everyone, and it's something everyone can access," she said.
The relocation was jointly funded by the council and a $200,000 state government grant.
