National Parks and Wildlife Service (NPWS) officers uncovered the head when attending Joe's Cove camping ground, just north of Bombah Point, on January 11.
NPWS Great Lakes area manager Stephen Smith said the destruction of native wildlife was a "very serious matter" which carried a maximum penalty of $11,000 and six months imprisonment.
Officers also found destroyed signage and unattended camp fires.
"Damaging park property and leaving camp fires unattended are offences carrying maximum penalties of $3300," Mr Smith said.
"They are also mindless acts which are viewed by the broader community as offensive."
