It is alleged about 3.45pm on Wednesday, June 11, the man phoned Mr Baldwin's office in Raymond Terrace.
The call was taken by a female staff member. During their conversation, the man allegedly threatened to shoot her, other staff members and Mr Baldwin.
It is believed the incident stemmed from the man's anger towards the recently announced federal budget.
Port Stephens detectives traced the call back to the man, who was interviewed. He will appear in Raymond Terrace Local Court on July 28.
