Police said the teenager, a provisional driver, was holidaying in Hawks Nest with friends for schoolies at the time.
About 1am on Friday, November 28, police saw an ACT-registered car turn right from Kingfisher Avenue at Hawks Nest into Tuloa Avenue and continue south.
Police will allege in court that the driver attempted to elude officers before he drove onto The Anchorage at Hawks Nest and eventually into the dead end at Winda Woppa.
The 17-year-old driver was breath tested, which returned a positive reading.
He was arrested and taken to Tea Gardens Police Station for a breath analysis, returning a mid-range reading of .110.
The legal alcohol limit for provisional drivers is .00.
The teen was charged with mid-range drink driving and his licence was immediately suspended.
He is due to appear in Raymond Terrace Local Court on January 12.
