The project, due to be finished in the Christmas-New Year period, will see Pacific Dunes' existing summer house extended and renovated.
A 200-seat function centre would be added as well as landscaping, new reception area, restaurant, bar lounge and golf-view terraces.
Lauren Sanders, the sales and marketing manager for Pacific Dunes, said the new-look venue would not only be a "stunning modern facility" for golfers, residents and the public but it would also be one of the most environmentally sustainable buildings in the region.
"We are equally excited about the environmentally sustainable design features of the building that will significantly reduce energy consumption and long term operational costs of the facilities," she said.
A ceremony to mark the start of construction was held at the Championship Drive golf course on Thursday, July 16.
Pacific Dunes' chief executive officer David Whiteman and general manager Kurt Linde spoke to a crowd of about 50 people before the pair joined Port Mayor Bruce MacKenzie, development manager Jon Spencer and Geoff Troup, a director of Manns & Troup, in a sod-turning ceremony.
Rebecca Morley, the meetings, incentive, conference and events manager for Destination Port Stephens, said the new Pacific Dunes Golf and Country Club was welcome new infrastructure for the region's growing business events industry.
