Haddad was found to have breached the Australian Rugby Union code of conduct and was banned for 24 matches following an incident in the under-19s game between Nelson Bay and Merewether at Strong Oval last Saturday.
There are 13 games remaining this season, meaning the 23-year-old cannot play or act in an official capacity until round 12 next season.
The incident occurred after Merewether had scored a try.
Haddad, who was dressed in jeans and a polo shirt, ran onto the field and, after speaking to Bay players in-goal, dropped a shoulder into touch judge Greg Blue, sending him sprawling.
Blue, who is associated with Merewether, was also cited for an exchange with the players in-goal, was found guilty of failing to act in a professional manner and given a warning.
