This was the case on Friday, October 29.
Despite dark clouds and the threat of rain, there were plenty people found enjoying picnics and a paddle.
About 20 members of Dennis n Carol Mahoney's rock 'n' roll dance club were gathered at Little Beach on Friday to enjoy lunch and a laugh together.
Nearby, families with young children enjoyed the beach while fishermen fed the innards of their catch to pelicans at the cleaning tables.
Friends Isla Hunt, 12, Tilly Strong, 13, and Fletcher Hunt, 8, had fun jumping off the Little Beach jetty while Abbie Cowper, 4, swam with her boogie board next to the under construction boat ramp under the watchful eye of Katriona Hunt. Naomi Cowper soon joined the group enjoying the water after returning from a paddle.
In Shoal Bay, a group of teen boys from Cessnock ribbed each other about jumping off the jetty. The group of friends visiting the Bay were blowing off steam before their HSC exams.
Chris Pilley and his two children, Savanah, 7, and Addison, 5, watched the group as they jumped off the jetty while enjoying Shoal Bay's crystal clear water from the steps.
Mr Pilley, visiting from Mudgee, said it was the quietest he'd seen the Bay.
However, this expected to change once travel restrictions for Sydney residents are rolled back on November 1.
