The DA was lodged with Port Stephens Council on September 23 and is awaiting assessment.
The application is related to a 1204-square-metre parcel of land at 139 Soldiers Point Road, which has a prime waterside location.
The property, zoned residential, sold for about $2 million in May this year, according to APM Property Data.
The DA proposes demolition of the existing dwelling, a residential home.
This is set to be replaced with a split-level, two-storey development. Plans include four units each with four bedrooms, a garage and balcony at the rear of the block.
Visitor parking is on the road-side of the premises, complete with landscaping.
