On advice from Port Stephens-Hunter Police District to curb gatherings of large groups in public places during the lockdown, the council temporarily closed playgrounds and skateparks on August 17.
The council's general manager, Wayne Wallis, said staff had listened to the community's feedback about the closure of parks and worked with police to "come up with a solution".
"The safety of our community is paramount. We temporarily closed these facilities to support police and manage outdoor public spaces that were still attracting large crowds," he said.
"We've continued working with police and have listened to the community to find a solution that keeps everyone safe.
"From Friday, August 27 anyone who visits our playgrounds or skate parks will be required to check-in and out via the Service NSW app.
"I encourage everyone to continue to follow the public health order and the COVID-Safe signage installed across our facilities so we can continue to help keep your family, friends and Port Stephens safe."
West ward councillor Giacomo Arnott said he had expressed his frustration with the closure of the parks and was pleased that the public spaces would be reopened, particularly to give young people areas to exercise.
"I don't want there to be any reason to close these facilities again," Cr Arnott said. "Follow the rules and not only will they be kept open, but we will also be protecting ourselves and our local community."
While playgrounds and skateparks have been reopened, barbecues and shelter seating remain closed.
Also closed across the LGA is aquatic and leisure centres, community centres and halls, libraries and holiday parks.
Beaches, fenced dog parks, outdoor fitness equipment are available to the public to use with a caution in place. Sporting venues are open to informal exercise but restrictions under the public health order must be followed.
