Officers from Port Stephens/Hunter Police District charged Rixon with six counts of dishonestly obtain financial advantage by deception.
He appeared before Raymond Terrace Local Court on Friday where he was refused bail. He is due to appear before Newcastle Local Court on Thursday, March 1.
Rixon has been banned from the construction industry since 2013 after NSW Fair Trading began issuing public warnings and launched proceedings against him the previous year.
Fair Trading previously described him as a “serial offender”, an unlicensed contractor and an undischarged bankrupt, warning the public he continued to take money from customers.
