Hill, from Boat Harbour, took out the cadet boys division and Clayton-Brown, from Corlette, the open women's in the surf contest held in "sensational" conditions at Box Beach on Saturday.
Competition organiser Teza McKenna said offshore winds and a "thumping" three metre swell created "perfect waves" for the competitors.
He added that he was "delighted with the outcome".
"To score winter like conditions in the middle of December was a dream come true," he said.
"It was the ultimate way to celebrate the 10th year of this community event.
"The contest was completely sold out and we had a large group of spectators cheering on throughout the day.
"They couldn't have written a better script in Hollywood."
The blue-ribbon open men's division was taken out by Forster local Jay Pink who also claimed the wim in the junior men's division, earning him the surfer of the contest award.
Swansea surfer Glen Valaire won the legends division - both the over 40s and over 50s - while Natalie Fensom from Newcastle won junior and cadet girls divisions.
A prize-giving presentation was held post-event at Shoal Bay Country Club on Saturday.
As winners of the open men and women's events, Pink and Clayton-Brown claimed $2000 each.
Winners of the junior men and girls categories won $500 each. The legends, cadet boy and girls category winners received prizes.
"Overall it was an incredible celebration of one of Port Stephens best community events and a huge thanks to Burton Automotive, Shoal Bay Country Club and Azone Projects for the major support," McKenna said.
"The event will hopefully return to its August dates in 2022 after a few tricky years of postponements due to COVID -19."
