The road is being built under two contracts, one for the 10-kilometre section from Black Hill to Tomago and another for the 5km Heatherbrae bypass.
CPB Contractors, Acciona Infrastructure Australia and a John Holland-Gamuda (Australia) joint venture have been shortlisted for the 10km section.
Seymour Whyte Constructions and BMD Constructions will take part in the tender process for the 5km section.
Both contracts are expected to be awarded by the end of 2022.
Transport for NSW has also called for tenders for widening the Pacific Highway along the Hexham straight under an alliance contract.
The project will add an extra lane in both directions along the notoriously congested road.
TfNSW plans to name the successful tenderers this year.
